Billy Odell Carter, 81, of Clayton, Georgia, passed away in the early morning hours of October 17, 2026.
Billy was born on April 24, 1945, in Clayton, Georgia, to James Carter and Belva Harden Carter. He worked for many years in construction with Wood Brothers Construction and also drove a school bus, a job he especially enjoyed because it allowed him to spend time with and care for children. After many years of service, he retired from the Rabun County School System.
Billy especially enjoyed spending time with his son, Travis, going to dirt track races together.
He is survived by his son, Travis Carter (Shannon); his grandchildren, Tyler Carter (Chelsea), Austin Carter (Kaylan), and Britney Carter; a great-granddaughter he loved dearly; and several close friends who were like family.
He was preceded in death by his brothers and sisters.
Funeral services will be held at 3:00 p.m. on Monday, October 19, 2026, at Rocky Grove Baptist Church, with Reverend Kyle Watts officiating. Visitation will be held from 2:00 p.m. until 3:00 p.m. prior to the service. Burial will follow at Rocky Grove Community Cemetery. At the family’s request, the graveside service will be limited to immediate family members.
